The tower of Clifftop exists for one reason and one only: to defend Barnacle Bay. Originally founded by cooperation between Topside and Broken Compass in order to ensure no ships entered their domain without their permission, it has had four caretakers since its founding. Each caretaker has been one of the greatest archers the world has ever seen, with the most recent caretaker, an Aarakocran named Saighdeoir, being the greatest of them all.
Clifftop is tactically located on top of a cliff overlooking Barnacle Bay with multiple telescopes and ballista affixed to its top. Those weapons, when used by a master archer, are able to fire on almost any ship entering the Bay. Many are the ship that have attempted to approach unannounced, only to find their hulls pierced, their lookouts peppered with arrows, and their rigging cut without their knowledge.
To attack Clifftop from the land has proven as equally deadly as attacking from the sea. The denizens of the jungles of Sinner's Isle keep close watch on Clifftop in hopes of stealing away those who dwell there, which means they also keep close watch on any who approach. The only way to Clifftop is through a sky-cart in Topside, which travels to and from via steel cables across the vast distance.
There are a group of loyal people residing at Clifftop comprised of retired pirates who have earned a position of respect. They carry messages through the sky-cart, prepare food, and grant company to Saighdeoir so he never has to leave his post.
